The European Commission’s Partnership for Accountability, Civic Engagement and Democratic Governance (PACED) will fund one specialized, high-capacity organization to provide technical and financial support to civil society organizations and independent, not-for-profit media in Angola. The action falls under the Human Rights and Democracy thematic programme for 2025–2027 and aims to strengthen democratic governance, inclusive participation, and accountability.
Priorities include civic education for youth, women, persons with disabilities, and historically underrepresented groups; support for women’s rights organizations and democracy activists; peaceful political and electoral engagement; and balanced public-interest information. Media work may address fact-checking, media monitoring, information literacy, misinformation, disinformation, and hate speech, particularly online. Collaboration between civil society and independent media is encouraged, with support addressing Angola’s context ahead of the 2027 elections.
