Summary: Supports institutional networks developing rights retention policies to expand open access and reuse of scientific publications.
Key Information: Consortia must include at least three independent beneficiaries in different EU Member States or Associated Countries, including two in Member States.
This European Commission Horizon Europe topic supports research performing organisations (RPOs) across the EU in adopting or expanding institutional open access policies with rights retention clauses. It aims to increase openly accessible publications across the EU and Associated Countries, particularly where open access uptake is low, and improve access to and preservation of scientific information through institutional repositories.
Funding supports networks aligning institutional policies, practical guidance, tools, training materials, and documentation of lessons learnt and good practice. Projects must also develop strategies to secure researchers’ approval and adoption of these policies. Policies should reflect national legal and policy contexts while considering research assessment reform, open access costs, and disciplinary needs. The topic is a Coordination and Support Action under the call “Enhancing the European R&I system.”
