    Description

This European Commission Twinning project supports the National Commission for State Regulation of Energy and Utilities of Ukraine (NEURC). Its overall objective is to help Ukraine implement its electricity market regulation obligations and integrate into the European internal electricity market. Funded through the Ukraine Facility’s Technical Cooperation Facility 2024, the project strengthens NEURC’s capacity to apply the EU Electricity Integration Package and ensure market transparency and surveillance.

Work covers day-ahead and intraday market coupling, cross-border balancing, flexibility services at distribution-system level, and capacity mechanisms. A second component addresses wholesale electricity market monitoring, manipulation detection, and abuse investigations under REMIT and REMIT II. Expected outputs include improved regulatory frameworks, legal drafts, guidance, recommendations, and staff capacity.
