Description
PennDOT administers the Federal Block Grant for airport-development projects in Pennsylvania. It serves general-aviation airports, designated reliever airports, and smaller non-primary commercial airline airports. Projects must be included in the Federal Airport Capital Improvement Program and Pennsylvania’s 12-Year Transportation Program. Airport sponsors develop a 12-year project plan that is evaluated and programmed into a statewide balanced four-year plan.
Funding comes from the federal Airport Improvement Program, supported by aviation-related taxes deposited in the Federal Aviation Administration’s Aviation Trust Fund. As a block grant state, Pennsylvania manages and allocates its share to help maintain, upgrade, and build airport facilities.
