The Arizona Department of Housing (ADOH) is combining federal fiscal year 2025 and 2026 Community Development Block Grant (CDBG) State Special Projects funds in one competitive round. The program supports community development activities in eligible Arizona cities, towns and counties, including public improvements, public facilities, housing, public services and planning. Projects must meet a CDBG national objective and align with Arizona’s FY2025–2029 Consolidated Plan.
ADOH gives particular weight to projects serving people with low and moderate incomes. It also considers eligible projects addressing slum or blight conditions or urgent needs, subject to program limits. Applications are scored on completeness, the percentage of low- and moderate-income people served, leverage, performance and severe need.
