The Finland–Ukraine Investment Facility (FUIF) is a Finnish development policy instrument administered by the Ministry for Foreign Affairs to support public sector reconstruction investments in Ukraine. Projects must advance Ukraine’s reconstruction priorities, Finland’s national reconstruction plan and the UN Sustainable Development Goals. The facility combines financial assistance from the Ministry with investment loans backed by Finnvera’s buyer credit guarantees.
Supported sectors include renewable energy, electricity grids, digital services, meteorology, education, health, circular economy, water supply and waste treatment. Other sectors eligible for development cooperation are also included. Investments must contribute to economically, socially and ecologically sustainable development, demonstrate clear development impacts and use Finnish expertise and technology. Ukrainian ownership, national priority, capacity building and long-term operational sustainability are central to the facility.
