Summary: Supports coalitions inventorying, assessing, and planning cleanup and reuse of brownfield sites.
Key Information: One lead entity must partner with two to four eligible non-lead entities lacking capacity to manage their own EPA agreement.
EPA’s Office of Brownfields and Land Revitalization funds Assessment Coalitions to address properties whose redevelopment or reuse is complicated by actual or potential contamination. Funding supports brownfield inventories, site prioritization, community involvement, site assessments, cleanup planning, and reuse planning—not cleanup activities. Eligible sites may involve hazardous substances, pollutants, contaminants, petroleum, controlled substances, or mine-scarred land.
The program seeks to mitigate health risks, restore economic vitality, and help communities affected by economic disinvestment, health disparities, and environmental contamination benefit from redevelopment. The lead entity applies for and administers the cooperative agreement on behalf of coalition members. EPA encourages coordinated, area-wide planning where sites share infrastructure, economic, social, or environmental conditions.
