EPA’s Office of Brownfields and Land Revitalization funds revolving loan funds (RLFs) that offer no-interest or low-interest cleanup loans, cleanup subgrants, and associated program management. The program supports eligible government, Tribal, nonprofit, and other specified entities in returning contaminated properties to productive reuse, mitigating health risks, and restoring economic vitality.
This opportunity supports long-term lending programs rather than a single cleanup. EPA emphasizes redevelopment strategies, community need and engagement, resource leveraging, reasonable costs, and management capacity. Recipients need expertise in real estate financing, underwriting, loan servicing, and credit analysis, alongside ongoing marketing capacity. RLF operations and reporting can continue for years or decades beyond the five-year award.
