This program aims to enhance the research and educational capabilities of Historically Black Colleges and Universities and Minority Institutions (HBCU/MIs) in scientific and engineering disciplines vital to the U.S. Navy and Marine Corps. The initiative seeks to expand research capacity, foster student and faculty engagement in STEM discovery, and encourage innovative solutions to naval science and technology (S&T) challenges. Funded projects must advance basic naval-relevant S&T, engage students and faculty, and directly contribute to the Navy's research mission. Only projects with a research focus (not general STEM outreach or education) are eligible.
