Summary: Supports Amtrak’s operating, capital, and debt service costs through a Federal Railroad Administration cooperative agreement.
Key Information: Amtrak is the only entity eligible to apply.
The Federal Railroad Administration (FRA), within the U.S. Department of Transportation, provides this cooperative agreement under the FY2027 Continuing Appropriations and Extensions Act, Public Law 119-103. The funding supports Amtrak’s operating, capital, and debt service costs through the National Railroad Passenger Corporation Grants program.
The application requires information on projected operating and capital costs for both Northeast Corridor and National Network activities. These include Northeast Corridor train services and infrastructure, and National Network State-supported and long-distance routes. Amtrak must compare those projections with prior-year actual financial performance, describe proposed capital projects and their completion schedules, and report on efforts to improve its safety culture. The program is administered by FRA’s Office of Passenger and Freight Programs.
