Summary: Supports manufactured food regulatory infrastructure, MFRPS conformance, and shared food safety oversight between FDA and state or territorial programs.
Key Information: Limited competition for state and territorial manufactured food regulatory programs with human food safety contracts.
The FDA’s Flexible Funding Model supports manufactured food regulatory programs in achieving and maintaining conformance with the Manufactured Food Regulatory Program Standards (MFRPS). Through cooperative agreements, it helps newer programs develop foundational infrastructure and established programs sustain regulatory operations, training, and audit capacity. Participating FDA components are the Human Foods Program and Office of Inspections and Investigations.
The program’s three goals are to support and enhance program infrastructure, advance domestic mutual reliance, and build the Integrated Food Safety System (IFSS) community. Funded work strengthens FDA–program partnerships through coordinated inspections, facility inventory reconciliation, enforcement, and sharing of complaints and recall information. The objective is more effective food safety oversight with less duplication of regulatory effort.
