The Texas Water Development Board (TWDB) administers FIF to finance drainage, flood mitigation, and flood control projects. Authorized by the Texas Legislature and approved by voters through a constitutional amendment, the program supports planning, design, regulatory approvals, construction, rehabilitation, and implementation. Funding operates on a biennial cycle, with eligibility, grant percentages, and prioritization governed by the Intended Use Plan.
Supported work includes hydraulic and hydrologic studies, watershed and dam assessments, channels, detention and retention basins, levees, pumps, property acquisition, nonstructural mitigation, and flood-related codes. Nature-based options include low-impact stormwater infrastructure, conservation easements, living shorelines, and floodplain or wetland restoration. Warning systems, stream gages, education, crossing barriers, and multipurpose flood infrastructure creating additional water supply are also supported.
