Description
Flood Mitigation Assistance (FMA) is FEMA’s nationally competitive program to reduce or eliminate repetitive flood damage to buildings insured through the National Flood Insurance Program (NFIP). Oklahoma Emergency Management (OEM) serves as the state applicant, helping local governments and Tribal Nations develop subapplications and manage awards. The program targets measurable reductions in flood losses and NFIP claims, rather than general resilience or infrastructure improvements.
Supported work includes acquisition and demolition, relocation, elevation, mitigation reconstruction, and eligible dry floodproofing. Community-scale activities include stormwater improvements, culverts, drainage structures, retention or detention basins, and stream restoration. Planning and capacity-building funds support hazard mitigation plans, project scoping, partnerships, floodplain management improvements, and repetitive-loss strategies. Projects benefiting repetitive loss (RL) and severe repetitive loss (SRL) properties receive particular priority.
