FRAP is the grant program; the Freight Rail Investment Bank is a separate loan program.
Projects may rehabilitate or restore track, improve capacity or connections, install operating systems, repair structures, or improve rail facilities and equipment. They must maintain or improve Washington’s freight rail system and benefit the state’s interests. WSDOT reviews and prioritizes applications, while the Legislature decides which recommended projects receive funding.
