This program, administered by the Bureau of Educational and Cultural Affairs (ECA) at the U.S. Department of State, aims to advance U.S. global leadership by empowering higher education institutions to prepare American students for careers in sectors vital to U.S. economic and security interests. The awardee will run a national competition to provide at least 25 subawards to accredited U.S. colleges and universities for developing international academic programs (including study, internship, apprenticeship, and research abroad) targeting undergraduate and graduate students. Additionally, the awardee will implement a Higher Education Partnerships Initiative to foster collaborations between U.S. and foreign institutions, with activities such as public seminars and an in-person forum aligned with U.S. strategic priorities (e.g., AI, critical minerals, emerging technologies, and energy).
