FY25 Long Range Broad Agency Announcement (BAA) for Navy and Marine Corps Science and Technology

Description

This Broad Agency Announcement (BAA) from the Office of Naval Research (ONR), ONR Global (ONRG), and the Marine Corps Warfighting Lab (MCWL) seeks proposals for long-range science and technology (S&T) projects that can significantly advance and improve Navy and Marine Corps operations. The BAA is intentionally broad, covering a wide spectrum of science and engineering disciplines, and is designed to fund meritorious, innovative research with potential naval relevance.

Research areas of interest include, but are not limited to, autonomous systems, cybersecurity, electronic warfare, power and energy, materials science, undersea technology, human performance, and other fields relevant to naval operations. Both basic and applied research, as well as advanced technology development and prototyping, are supported.

Awards may be made as grants, cooperative agreements, contracts, or other transaction agreements, depending on the nature of the project and the applicant.

Due Dates

• Final deadline: September 30, 2025
• Rolling submissions: Proposals may be submitted at any time before the deadline. The government reserves the right not to review proposals submitted after September 30, 2025 or after a successor BAA is issued.

Funding Amount

• Award size and duration: Varies by project, technology area, and technical approach. No specified minimum or maximum.
• Number of awards: Multiple awards are anticipated.
• Cost sharing: Not required, but voluntary cost sharing may be considered.
• Instrument types: Grants, cooperative agreements, contracts, and other transaction agreements (OTAs) are possible.

Eligibility

• Eligible applicants:

  • All responsible sources from academia, industry, and the research community worldwide.
  • Both small and large businesses are encouraged to apply.
  • Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are encouraged to participate, but no set-aside is provided.
  • University Affiliated Research Centers (UARCs) may apply unless precluded by their DoD contract.
  • Teams and consortia are allowed and encouraged.

• Not eligible:

  • Federally Funded Research & Development Centers (FFRDCs), including DOE National Labs (may participate as team members if allowed by their sponsor).
  • Navy laboratories, military universities, warfare centers, and other DoD/civilian agency labs (should not submit directly; may coordinate with ONR Technical POCs).

• Other requirements:

  • Applicants must be willing to cooperate and share data/software as part of integrated programs.
  • Disclosure of current and pending support is required and may affect eligibility.

Application Process

1. Identify Research Area and Technical Point of Contact (TPOC)

• Review ONR’s technology areas and contact the relevant Program Officer/TPOC for guidance.

2. White Paper Submission (Recommended)

• White papers are often encouraged before submitting a full proposal.
• Format: 5 pages max (excluding cover), Times New Roman 12pt, 1-inch margins.
• Submit via FedConnect (ONR/ONRG/NavalX) or by email (MCWL/ONRG).
• Include a cover page (template available on ONR website).

3. Full Proposal Submission

• If invited, submit a full proposal following the instructions for the appropriate award type:

  • Grants/Cooperative Agreements: Submit via Grants.gov.
  • Contracts/OTAs: Submit via FedConnect.
  • MCWL topics: Submit by email to the Future Technology Office.

• Required registrations: All applicants must have a Unique Entity Identifier (UEI), be registered in SAM.gov, and obtain a CAGE code.

• Proposal contents: Detailed technical narrative, budget, data management plan, biosketches, current/pending support, and other required forms (see ONR BAA for templates and details).

4. Review and Selection

• Proposals are evaluated on technical merit, naval relevance, and availability of funds.
• Additional review for foreign talent recruitment risk, intellectual property, and compliance with DoD security policies.

• Export control, human/animal subjects, and biosafety compliance may apply.
• Institutions hosting Confucius Institutes are generally ineligible unless a waiver is granted.
