Description
The Virginia Department of Emergency Management (VDEM) administers this fund to help local governments make permanent improvements to emergency shelters. Established through Senate Bill 350, it provides matching funds to install, maintain, or repair standby backup-energy infrastructure, including solar generation, and to improve the wind resistance of locality-owned shelter facilities. Eligible projects include permanent generators, transfer switches or quick connects, solar power solutions, and wind retrofits.
VDEM prioritizes projects that protect vulnerable and marginalized populations, provide long-term solutions to identified risks, and improve a locality’s primary shelter solution. It also considers whether a project identifies alternative solutions.
