Description
The Green Affordable Pre-Electrification (GAP) Program is administered by the Housing Trust Fund Corporation (HTFC), part of New York State Homes and Community Renewal (HCR). It awards grants to subrecipients that identify eligible affordable housing properties, coordinate with owners, and manage repairs needed before homes can access State or Federal weatherization or decarbonization resources. The program prepares existing single-family and multifamily housing for future heating-system electrification rather than funding that future work itself.
Eligible work addresses the health and safety conditions responsible for a property's deferral or ineligibility. Examples include environmental remediation, roof repairs, water- or fire-damage repairs, structural improvements, and electrical upgrades. Subrecipients may install improvements directly or supervise contractors, then coordinate access to follow-on energy-efficiency or decarbonization programs.
