Description
The Green Affordable Pre-Electrification (GAP) Program is administered by New York State Homes and Community Renewal (HCR) through the Housing Trust Fund Corporation (HTFC). It awards grants to subrecipients that identify eligible single-family and multifamily properties, coordinate with owners, and oversee or directly complete repairs. Its purpose is to resolve health and safety defects that prevent existing housing from receiving State or Federal weatherization or decarbonization funding, preparing homes for future heating-system electrification.
Supported work includes environmental remediation, roof repairs or replacement, water- or fire-damage repairs, structural improvements, and electrical upgrades. Applicants must demonstrate qualifying projects in an existing or future pipeline. GAP supports preparatory repairs rather than weatherization measures already eligible for other State or Federal programs.
