Description
The Hazardous Materials Emergency Preparedness (HMEP) program is administered in New Mexico by the Department of Homeland Security & Emergency Management (DHSEM), with sponsorship from the U.S. Department of Transportation. Registration fees collected from hazardous materials shippers and carriers support emergency responder training and Local Emergency Planning Committee (LEPC) planning. The program strengthens preparedness for transportation-related hazardous materials incidents and implementation of the Emergency Planning and Community Right-to-Know Act.
Supported work includes emergency response plan development and updates, commodity flow studies, hazard assessments, capability assessments, tabletop exercises, drills, and full-scale exercises. Training can include awareness, operations, technician, specialist, and refresher courses, hazardous materials life support, incident response, and decontamination. Funding decisions are needs-based, with priority for first-time applicants, followed by planning, training, and exercises.
