This annual Request for Proposals (RFP) from New York State Homes and Community Renewal (HCR) provides competitive funding for the creation, preservation, and adaptive reuse of affordable multifamily rental housing and select non-residential projects throughout New York State. The RFP leverages the federal 9% Low-Income Housing Tax Credit (LIHTC), New York State Low-Income Housing Tax Credit (SLIHC), and a suite of state programs (including HTF, SHOP, MIHP, HOME, CIF, SENR, CEI, and MSF) to address diverse community housing needs—prioritizing innovation, sustainability, and alignment with state housing goals.
