The High Performance Building Program (HPB) provides financial assistance in the form of grants and loans to support the additional costs associated with designing, constructing, or substantially renovating high performance buildings in Pennsylvania. The program aims to foster energy efficiency, sustainability, and environmentally responsible construction practices by underwriting cost premiums for projects that meet rigorous building standards. Administered by the Pennsylvania Department of Community and Economic Development (DCED) and the Department of Environmental Protection (DEP) under the direction of the Commonwealth Financing Authority (CFA), the program is open to both small businesses and individuals involved in eligible building projects.
