The High Performance Building Program (HPB) provides financial assistance in the form of grants and loans to support the additional costs of designing, constructing, or majorly renovating high performance buildings in Pennsylvania. The program is jointly administered by the Department of Community and Economic Development (DCED) and the Department of Environmental Protection (DEP) under the direction of the Commonwealth Financing Authority (CFA). Its goal is to encourage the development of buildings that meet high environmental and energy efficiency standards.
