Description
The Nebraska Department of Economic Development (DED) administers HOME-ARP funding through HUD’s HOME Investment Partnerships Program using American Rescue Plan funds. Nebraska’s program focuses on acquiring, constructing, and rehabilitating affordable rental housing for people experiencing homelessness, those at risk of homelessness, people fleeing violence or human trafficking, and other households facing homelessness or severe housing instability.
Nebraska’s Allocation Plan, approved by HUD in November 2023, prioritizes affordable rental housing because shortages limit the effectiveness of existing housing assistance and supportive services. Nonprofits developing HOME-ARP rental projects may also request operating and capacity building assistance. The program serves Nebraska outside Omaha and Lincoln city limits, with funding available through September 2030.
