    Description

    Pennsylvania’s HOME-ARP Non-Congregate Shelter Program supports the acquisition and development of temporary shelter with private units or rooms for individuals and families. Funded by the U.S. Department of Housing and Urban Development and administered by DCED, it supports new construction and acquisition or rehabilitation of existing buildings, including motels, nursing homes, and other facilities. Occupants do not sign leases or occupancy agreements.

    Projects serve HOME-ARP qualifying populations: people experiencing homelessness, people at risk of homelessness, people fleeing violence or trafficking, and other households needing assistance to prevent homelessness or address severe housing instability. DCED’s allocation plan prioritizes homelessness and domestic violence-related needs while retaining access across the qualifying populations. Funded properties must maintain their required shelter use for 15 years after new construction or 10 years after rehabilitation or acquisition-only work.
