Description
The HOME CHDO Operating Grant is administered by the North Dakota Housing Finance Agency (NDHFA) within the federally funded HOME Investment Partnerships Program. It supports reasonable and necessary organizational operating expenses of certified Community Housing Development Organizations (CHDOs). The grant has its own guidelines, application form, and financial exhibit, separate from HOME rental-development financing.
North Dakota’s wider HOME program addresses housing needs for low-income households through homeowner rehabilitation, rental production and rehabilitation, and homebuyer assistance. Operating support is tied to CHDO participation in HOME set-aside activities, including organizations expected to receive set-aside funding within the required timeframe. The 2026 HOME Allocation Plan, pending HUD approval, provides for first-come, first-served operating-grant applications.
