Description
The Colorado Division of Housing (DOH) administers HOME, a federal program created by the National Affordable Housing Act of 1990. It provides competitive funding to local governments, nonprofit housing developers, housing authorities, private developers, and Community Housing Development Organizations (CHDOs). The program supports acquiring, building, and rehabilitating affordable rental housing, homebuyer assistance generally delivered through down payment assistance, and rehabilitation of single-family owner-occupied homes.
HOME also reserves funding for CHDO housing projects and operating expenses, including salaries, wages, compensation, and benefits. These activities support housing for low-income households and increase Colorado’s affordable housing supply. Although direct rental assistance is part of HOME’s broader purpose, DOH is not currently using HOME funds for tenant-based rental assistance. CHDO operating funding currently supports operating expenses, not pre-development activities.
