The HOME Investment Partnerships Program promotes affordable housing partnerships among the U.S. Department of Housing and Urban Development, state and local governments, and nonprofit and for-profit organizations. In South Carolina, it is administered by the South Carolina State Housing Finance & Development Authority (SC Housing). Partners may build, own, manage, finance, or otherwise support affordable housing, using the program’s flexibility to address housing needs through different approaches.
SC Housing makes HOME funding available for new construction and rehabilitation of affordable rental housing through its Small Rental Development Program (SRDP). That program supports new construction and rehabilitation of smaller rental developments with 4–39 affordable units and combines HOME with other federal and state funding sources. HOME was created under Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990.
