Description
The Housing Incentive Fund (HIF), administered by the North Dakota Housing Finance Agency (NDHFA), supports affordable housing across North Dakota. Multifamily activities focus on housing for low- to moderate-wage workers, older adults, individuals with disabilities, and people at risk of homelessness. Assistance can support new construction, rehabilitation, acquisition, preservation, accessibility improvements, adaptive reuse, development financing gaps, and qualifying retirement of market-rate debt.
Single-family activities, added by the legislature in 2023, include new construction, rehabilitation, preservation, or acquisition in developing communities and community land trust projects. Separate allocation plans and applications govern multifamily and single-family projects. HIF also permits homelessness-prevention assistance, including rental assistance, emergency assistance, barrier mitigation, and services to prevent or end homelessness, under applicable program addendums.
