Description
The Housing Planning Grant Program (HPLN) helps Colorado local governments and regional entities understand housing needs and develop actionable planning documents compliant with SB24-174. The Community Development Office within the Department of Local Affairs’ Division of Local Government manages the program. Grants support new Housing Needs Assessments (HNAs), Housing Action Plans, and water supply and strategic growth elements of comprehensive plans, as well as revisions to bring existing documents into compliance.
Projects may serve one community or multiple jurisdictions, and coordinated development of an HNA and Housing Action Plan is encouraged. The program emphasizes inclusive community engagement, equitable housing outcomes, affordability, and displacement mitigation. Jurisdictions subject to SB24-174 requirements receive priority, but HNAs and Housing Action Plans may be funded even when not legally required.
