Description
The Minnesota Department of Human Services (DHS), through its Homelessness, Housing and Support Services Administration (HHSSA), funds capacity building for the Housing Support Program (HSP). The program seeks to expand statewide access to room-and-board benefits, particularly for people receiving Medical Assistance home and community-based services (HCBS). Its goals include preventing homelessness, reducing unnecessary institutionalization, and supporting housing choice and community integration.
Funding supports established providers and organizations offering HSP for the first time. Projects may strengthen administrative infrastructure, improve housing assistance processes, build expertise connecting recipients to other housing benefits, support housing transitions, or develop regional and collaborative models. The focus is administering HSP base-rate benefits, not supplemental services or replacing Housing Stabilization Services. Applicants must explain how expanded operations will continue after this one-time funding ends.
