The Energy Efficiency Assessment Program is administered by the Illinois Environmental Protection Agency’s Office of Energy using supplemental State Energy Program funds from the U.S. Department of Energy under the Infrastructure Investment and Jobs Act. It supports public housing authorities, local governments, and nonprofit organizations conducting assessments at residential properties benefiting residents receiving housing assistance. The goal is to reduce energy costs, improve building performance, and strengthen community climate resiliency.
A professional energy assessor or auditor inspects the property and evaluates equipment, structural conditions, and energy-use behaviors. The resulting written recommendations provide a roadmap for improvements such as programmable thermostats, insulation, or upgraded lighting. Award recipients that successfully complete an assessment are eligible to apply to the separate Energy Efficiency Trust Fund Grant Program for funding to implement recommended upgrades.
