The Illinois Environmental Protection Agency’s Office of Energy administers the Energy Efficiency Trust Fund Grant Program to reduce energy demand and benefit residential electric customers across Illinois, particularly low-income households. Established under state law, the fund supports public housing authorities, local governments, and nonprofit housing providers implementing improvements at properties serving residents receiving local, state, or federal housing assistance.
Projects fund upgrades identified through an energy efficiency assessment, including insulation, windows, heating and cooling equipment and distribution systems, domestic hot water equipment, lighting, high-efficiency appliances, and programmable thermostats. The program supports residential projects affecting up to 40 dwelling units per location. Projects must also include a resident communication plan explaining the work’s impact on energy savings and building comfort. Limited funding may support common-space upgrades and health and safety improvements.
