Description
This Horizon Europe Research and Innovation Action (RIA) supports projects that map, analyze, and develop measurement frameworks for in-kind benefits—non-cash goods and services provided by governments (such as food banks, social housing, healthcare, childcare, schooling, and public transport)—across EU Member States. The goal is to fill knowledge gaps regarding the availability, take-up, and redistributive impact of these benefits, especially for vulnerable populations. Proposals should use both qualitative and quantitative methods, ensure cross-country comparability, and involve vulnerable communities in the evaluation process. The research should provide operational advice to policymakers on reducing inequality and strengthening social cohesion, with a gender-sensitive and intersectional approach.
