The Minnesota Office of Higher Education (OHE) administers this competitive program to expand postsecondary access and enrollment for students with intellectual and developmental disabilities (IDD). Established in 2023, it supports both new inclusive higher education pathways and improvements to existing initiatives. Inclusive higher education provides institution-approved access to the same rights, privileges, experiences, benefits, and outcomes as other enrolled students, culminating in a meaningful higher education credential.
OHE collaborates with the Minnesota Inclusive Higher Education Technical Assistance Center at the University of Minnesota’s Institute on Community Integration. The program emphasizes academic growth, career advancement, and self-determined living. Funding helps institutions plan and implement pathways that become self-sustaining, improve postsecondary attainment, and lead to competitive integrated employment in students’ chosen career areas.
