The Hazardous Materials Emergency Preparedness (HMEP) Grant Program is administered in Indiana by the Indiana Department of Homeland Security (IDHS). It supports development, improvement, implementation, and exercising of emergency plans under the Emergency Planning and Community Right-to-Know Act, along with training public-sector employees to respond to hazardous materials transportation accidents and incidents. The program aims to protect life, property, and the environment and improve the safe and efficient handling of hazardous materials incidents.
Supported work includes commodity flow studies, risk and capability assessments, planning courses, transportation-related hazardous materials training, and assessments of regional response-team needs. Funding comes from registration fees collected from hazardous materials shippers and carriers. Indiana gives priority to projects benefiting multiple jurisdictions or taking a regional approach, including regional exercises, training for existing regional hazmat teams, and regional commodity flow studies.
