Description
The Virginia Department of Housing and Community Development (DHCD) runs IPR Flex to improve substandard homes in eligible Virginia localities. The program provides forgivable loans for homes without complete indoor plumbing, with failed waste disposal systems, or with hazardous deficiencies in major systems such as heating and cooling, electrical service, roofing, or plumbing. Work can include housing repairs, bathroom additions, wells, septic systems, and water or sewer connections. Accessibility improvements, flood proofing, and relief from overcrowding may also be supported once the primary income and ownership criteria are met.
DHCD contracts with regional administrators to handle outreach, applications, eligibility determinations, construction management, and loan servicing. The program also supports creating homeownership for an eligible household living in a home without complete indoor plumbing.
