Description
The Iowa Clean Air Attainment Program (ICAAP), administered by the Iowa Department of Transportation, awards federal Congestion Mitigation and Air Quality Improvement funds through a statewide competition. It supports transportation projects and programs that help Iowa attain or maintain National Ambient Air Quality Standards, focusing on volatile organic compounds, nitrogen oxides, carbon monoxide, and, under certain conditions, particulate matter.
The program prioritizes feasible, cost-effective projects with the highest potential to reduce transportation-related congestion and air pollution. Supported work includes traffic-flow improvements, public transit expansion, travel-demand management, bicycle and pedestrian facilities, intermodal freight improvements, and publicly owned alternative-fuel vehicles.
