Description
The Iowa Clean Air Attainment Program (ICAAP), administered by the Iowa Department of Transportation, supports transportation projects across Iowa that help reduce congestion and improve air quality. The program was established in response to federal initiatives under the Clean Air Act and the FAST Act, and is funded annually with $4 million in federal Congestion Mitigation Air Quality (CMAQ) dollars. ICAAP is intended to assist projects that achieve or maintain compliance with National Ambient Air Quality Standards, targeting key pollutants such as volatile organic compounds, nitrogen oxides, carbon monoxide, and, under certain conditions, particulate matter.
Eligible projects include improvements to motor vehicle traffic flow, public transit service expansions, and initiatives that reduce single-occupant vehicle travel. Applications are evaluated based on their potential to improve traffic flow, reduce vehicle miles traveled, decrease vehicle emissions, and cost-effectiveness in addressing air pollution or congestion. Funding is awarded competitively, with final decisions made by the Iowa Transportation Commission.
