Summary: Supports a legal defense-based social work pilot serving justice-involved individuals experiencing homelessness outside Salt Lake County.
Key Information: Applicants must be dedicated legal defense providers with projects in the Balance of State or Mountainland Continuum of Care jurisdictions.
The Utah Department of Workforce Services (DWS), through its Office of Homeless Services (OHS), funds a pilot replicating Project RIO, currently administered by the Salt Lake Legal Defenders Association. The pilot will test the model in a jurisdiction outside Salt Lake County, build local service capacity, and generate data to inform statewide expansion.
The model embeds licensed social workers within indigent legal defense teams to provide intensive case management under attorney-client privilege. Services include housing navigation, mental health referrals, substance use coordination, transportation, and community reintegration support. The program aims to address behavioral, social, and structural drivers of criminal justice involvement, reduce recidivism, support legal outcomes, and improve long-term housing stability. New and existing projects may apply.
