The Local Match Participation Program, administered by Kentucky’s Department for Local Government (DLG), uses state capital-budget bond funds to help local communities meet matching requirements for federally funded flood control projects. Federal sponsors may include the U.S. Army Corps of Engineers, Federal Emergency Management Agency, U.S. Geological Survey, Natural Resources Conservation Service, and USDA Rural Development.
The program supports structural and non-structural flood mitigation. Eligible work includes acquiring and relocating homes or public facilities from flood-prone areas; constructing or reconstructing floodwalls, small dams, and levees; removing debris from creeks and small rivers; and elevating structures in flood plains. Funds may also support flood inundation mapping, elevation studies, and stream flow gauges.
