The Regional Development Agency Assistance Program (RDAAP) is a Commonwealth of Kentucky grant program administered by the Department for Local Government’s Office of State Grants, Special Programs Branch. It supports agencies designated by the fiscal courts of Tennessee Valley Authority (TVA) counties, working in partnership with county governments to advance economic development and job creation.
Under KRS 96.905, grants support economic development and job creation activities, acquisition of federal, state, or private matching funds to the extent possible, and debt service for approved projects. The program operates through county allocations, with county fiscal courts applying for eligible projects and designated Special Purpose Governmental Entities (SPGEs) receiving and administering the funds. Program funding is separate from TVA payments in lieu of taxes.
