Description
The California State Water Resources Control Board’s Division of Financial Assistance administers this program through the Drinking Water State Revolving Fund, using funding from the Infrastructure Investment and Jobs Act. It supports service line inventories, replacement planning and design, and removal of lead service lines and eligible galvanized lines. Inventory work can include locating and mapping lines, records review, visual inspection, excavation, non-compliance water quality sampling, statistical analysis, and emerging technologies.
Replacement funding can cover both water-system-owned and customer-owned portions, as well as eligible connectors, disturbed service line components, site restoration, temporary lead-reducing filters, and non-routine lead sampling. The program prioritizes projects serving disadvantaged communities while making zero-interest loans available for eligible projects serving other communities.
