Description
The Citizens Re-Organization Empowerment Grant (CREG) Program is administered by the New York State Department of State’s Division of Local Government Services through its Local Government Efficiency Program. It provides financial and technical assistance for planning and implementing municipal reorganization, with the goal of reducing growth in municipal expenses and improving efficiency in service delivery.
CREG supports consolidation or dissolution under General Municipal Law Article 17-A and qualifying projects establishing a coterminous town-village that operates principally as either a town or a village, not both. Funding covers reorganization planning, implementation, and expedited assistance for governments responding to voter petitions. Expedited assistance supports developing and distributing information to voters before a required referendum. The 2026–27 opportunity is RFA #26-CREG-26.
