Description

The Local Highway Safety Improvement Program (HSIP-Local) provides funding to Iowa counties and cities for systemic, low- to medium-cost safety improvements on local roads. The program’s primary goal is to reduce fatalities and serious injuries by supporting corridor-wide or multi-location upgrades, rather than isolated site interventions. Eligible projects include enhancements such as improved sign reflectivity, upgraded pavement markings, rumble strips, paved shoulders, guardrails, roadway reconfigurations (e.g., 4-to-3-lane conversions), and pedestrian-crossing improvements. The program encourages collaborative, data-driven efforts across multiple jurisdictions and leverages Federal-aid Swap funds, with all projects let through the Iowa DOT.
