Description
The Iowa Department of Transportation’s HSIP-Local program provides Federal-aid Swap state funds for systemic safety improvements on secondary roads and city streets. Rather than treating a single location based on its crash history, the program supports countermeasures along corridors or at multiple intersections with similar characteristics and risks. Projects may span continuous corridors, multiple locations, or neighboring jurisdictions.
Common improvements include sign and post reflectivity, upgraded pavement markings, centerline and shoulder/edge line rumble strips, paved shoulders, and guardrail. Following the expansion of the former HSIP-Secondary program to cities, HSIP-Local also supports roadway reconfiguration, including four-to-three-lane conversions, and pedestrian-crossing improvements. Its goal is to reduce fatalities and serious injury crashes through low- to medium-cost safety investments.
