Description
The Local Match Program (LOMA) helps Colorado local governments access federal Infrastructure Investment and Jobs Act (IIJA), also called Bipartisan Infrastructure Law, resources by supporting their non-federal matching share. The Colorado Department of Local Affairs administers the program in collaboration with the Office of Economic Development and International Trade and the Governor’s Office. Its infrastructure scope includes energy and power, broadband internet, transportation, water, and other local infrastructure needs.
The program prioritizes alignment with the Governor’s infrastructure policies, demonstrated financial need, and equitable benefits for disproportionately impacted communities. Review also considers workforce demand, lasting community or regional health and safety improvements, project readiness, and exceptional circumstances that significantly leverage federal opportunities. State priorities emphasize rural and underserved areas.
