Summary: Grants supplement water quality loans for local governmental sewer infrastructure projects addressing affordability, public health, and water quality concerns.
Key Information: Assistance is primarily directed to small and disadvantaged communities.
The Sewerage Facilities Supplemental Assistance Program provides grants to local governmental entities to supplement water quality loan financing. Administered by the Maryland Department of the Environment (MDE) through the Maryland Water Infrastructure Financing Administration (MWIFA), it supports sewer infrastructure improvements, particularly where affordability is a concern or public health or water quality issues need attention.
The program primarily assists small and disadvantaged communities. It adds grant support alongside water quality loans rather than replacing loan financing. Award amounts are based on system size, compliance status, and affordability. MWIFA works closely with MDE’s Engineering and Capital Projects Program, which manages water quality, drinking water, stormwater, and flood mitigation capital projects.
