The County House of Corrections (CHC) Program Development Grant is administered by the Massachusetts Department of Elementary and Secondary Education (DESE). It supports Phoenix Academy Public Charter High School, Springfield, in developing and implementing charter school programming at Hampden County CHC locations. The goal is to build capacity to provide incarcerated students with a pathway to a high school diploma, with potential to scale programming to other County Houses of Corrections across Massachusetts.
The program supports expanding existing educational services into full diploma-oriented programming. Supported work includes educator preparation, professional development, hiring and compensation during capacity building, instructional resources and technology, community engagement, and student and staff recruitment. Progress is tracked through program implementation and outcomes such as credits earned, students on track for a diploma, and diplomas awarded.
