The Massachusetts Municipal Public Safety Staffing Program is administered by the Massachusetts Office of Grants and Research (OGR). It provides funding to help eligible municipalities address police and/or fire department staffing shortfalls, with the intent of maintaining public safety and emergency response services.
The program is supported by state funds authorized under a reserve for municipal improvements in Chapter 24 of the Commonwealth of Massachusetts’ General Appropriations Act of 2025. Eligibility is restricted to cities meeting specified population and historical police operating-budget criteria. Ten Massachusetts communities qualify for this funding.
