    Description

The Michigan Department of Labor and Economic Opportunity, Workforce Development (LEO-WD), administers this Request for Qualifications to secure providers for the 23+ Program. The program assists adults age 23 and older with obtaining a high school diploma and placement in career training programs. Section 1001 of Public Act 21 of 2026 appropriated state funding for this effort.

The program connects dropout recovery with academic completion, employability skills, industry-recognized credentials, and pathways into in-demand careers. Providers must offer comprehensive academic and participant supports, rather than diploma instruction alone. Funding is delivered through reimbursements for participant progress and completed outcomes, with priority given to previously qualified providers based on students served and graduates during the previous fiscal year.
