The Minnesota Department of Health (MDH) Human Trafficking Prevention and Response Program supports a statewide network providing services, housing, outreach, and support to victims and survivors of human trafficking and exploitation. This competitive opportunity funds two navigator programs: a statewide labor trafficking navigator and a Safe Harbor/No Wrong Door regional navigator for Lower Central Minnesota, Region 11. Applicants may apply for one or both.
Navigators build multidisciplinary responses, train professionals, connect survivors with appropriate services, and strengthen community capacity to identify and respond to trafficking. The statewide program serves people of all ages and includes an emergency rapid response fund. The regional program focuses on sexually exploited or trafficked youth through age 24. MDH prioritizes health equity and community needs not well represented in the existing response network.
