This Ukraine Support Instrument industrial reinforcement topic is managed by the European Commission’s Directorate-General for Defence Industry and Space (DG DEFIS). It supports expanded production capacity and industrial readiness for air-defence missiles and ammunition, including counter-UxS systems, deep-strike capabilities, rockets, smart bombs and loitering munitions. Its goals are sustainable production increases, shorter delivery lead times and reliable defence supplies to Ukraine.
Supported work includes joint filling plants, new or modernised production lines, testing capacity, scaling Ukrainian systems, modular assembly, Manufacturing as a Service and converting dual-use heavy industry for defence surge. Projects must demonstrate product criticality and supply urgency, address industrial ramp-up risks and track measurable production and delivery results. An optional work package can strengthen physical and cyber protection, including against drone-enabled threats.
