The Mississippi Division of Public Safety Planning administers this RSAT solicitation using funds from the U.S. Department of Justice. It supports residential or jail-based treatment services, including evidence-based substance-use treatment and recovery practices. Counties may propose new programs or continue and expand existing RSAT efforts.
The treatment model is a nine-month, highly structured residential therapeutic community involving peer groups and counselors. It targets high-risk, high-needs offenders nearing release, court-sentenced probationers, court- or MDOC-referred offenders, and others needing intensive substance-abuse programming. Participants have a substance-abuse history that contributed to their correctional supervision. Programming combines process and psycho-educational groups, individual counseling, work details, vocational education, and random drug screening.
